NOTICE OF BALLOT TITLE FOR THE NOVEMBER 2026 ELECTION

NOTICE IS HEREBY GIVEN that on June 17, 2026 the City Administrator received from the City Attorney the following ballot title for a measure to be referred to the legal voters of the City:

CAPTION: Amendment of City of Elgin Charter.

QUESTION: Shall Elgin voters amend the existing Charter to change the City Administrator selection process and responsibilities?

SUMMARY: This measure amends the City Charter to change the City Administrator selection process and responsibilities with the following amendments:

  1. The Mayor shall appoint and remove the City Administrator with a vote of Council as specified by the contract. 
  2. The City Administrator’s responsibilities shall change from “sign all orders on the treasury” to “oversee management of the treasury.”
  3. The City Administrator is recognized as the City Recorder but the Council may split the roles. 

NOTICE IS FURTHER GIVEN that any elector of the City who believes the proposed measure contains more than one subject or who believes the ballot title is insufficient, not concise, or unfair may file a petition for judicial review with the Circuit Court for Union County no later than 5:00 PM on July 1, 2026, which is at least seven business days after this notice.

Any elector who files a petition to review the ballot title must notify the City Administrator in writing that the petition has been filed no later than 5:00 PM on the next business day following the day the petition is filed.
